Staff

 The Estuary Partnership staff is actively engaged in the day to day operation of the Estuary Partnership. The staff consists of the following people: 

Debrah Marriott, Executive Director

Debrah has been Executive Director of the Estuary Partnership since its inception in 1995. She serves as the Chief Executive Officer for the Estuary Partnership reporting to the Board of Directors. She oversees all programs and operations of the organization and collaborates with both public and private partners to develop policy, secure the financial stability and implement programs to carry out the mission of preserving and enhancing the lower river and estuary.

Chris Hathaway, Deputy Director

Chris joined the Estuary Partnership in 1998 and as the Deputy Director works to develop technical programs and education programs.  He is responsible for guiding the implementation of the technical programs including: habitat restoration, toxics monitoring and sediment management programs, and the stewardship programs which include applied science K-12, volunteer and community projects, water trail oversight, and stormwater projects.

Pam Andrews, Assistant to the Director

Pam joined the Estuary Partnership in 2008 and provides executive support for the Executive Director and the Deputy Director. Her position assists with the operation, communication, and human resource functions of the Estuary Partnership. Pam also supports the Board of Directors, Executive Committee, work group meetings, and special events.

Tom Argent, Finance Manager

Tom joined the staff in 2009 and as the Finance Manager is responsible for overseeing financial management, budgeting, and contract administration. In this role, he is responsible for fiscal tracking and reporting, post award grant and contract management, fiscal recordkeeping and reports, and ensuring completion of annual audits.  

Maggie Codding Jones, Communications and Development Specialist

Maggie joined the Estuary Partnership in 2008 as a Communications and Development Specialist. She focuses on securing grant funding and developing relationships with corporate and individual contributors. She is responsible for executing a communication and marketing strategy and working to sustain and expand financial support.

Laura joined the staff in 2009 and is responsible for event planning, communications and government relations. Her responsibilities also include executing the communication and marketing strategy and working to sustain and expand financial support for the Estuary Partnership.

Technical Programs

Catherine Corbett, Chief Scientist

Catherine joined to the Estuary Partnership in 2008. She is responsible for identifying research needs and tools for the region, working with partners to develop regional strategies for restoration and monitoring and advances knowledge and understanding of the lower river.  She oversees implementation of habitat restoration projects and toxics monitoring activities. She works closely with the Estuary Partnership Science Work Group which provides technical expertise to guide technical programs. 

Bill Bennett, Restoration Ecologist

Bill joined the Estuary Partnership staff in 2009. He is responsible for identifying, designing, and planning habitat restoration projects in collaboration with the Scappoose Bay and the Lower Columbia River Watershed Councils. His work focuses on the two watersheds, particularly along the mainstem lower Columbia River, and provides support to the Council staff to reach out to landowners and the community members regarding habitat restoration.

Chris Collins, Principal Restoration Ecologist

Chris joined the staff in 2009 and is responsible for the development of habitat projects and overseeing implementation. His work includes evaluating sites for restoration potential, coordinating the collection of baseline data, developing restoration alternatives, selecting restoration designs, developing scopes of work, managing on-the-ground project implementation, and coordinating post project effectiveness monitoring.

Evan Haas, Restoration Ecologist

Evan joined the staff in 2007 and is responsible for review, implementation, and coordination of habitat restoration projects funded by the Estuary Partnership and our funding partners. Evan focuses on soliciting and identifying projects, cultivating new restoration partners, and working with partners on multiple aspects of contract management and project implementation, including permitting, deliverables, and reporting.

Marshall Johnson,  Principal Watershed Ecologist

Marshall joined the staff in fall 2010 and focuses on identifying, designing, and implementing on-the-ground habitat restoration projects, with a particular emphasis on sediment management. His work includes evaluating sites for restoration potential, collecting baseline data, and developing restoration alternative analyses. He will also be involved with sediment management planning, dredge material placement, and other activities associated with the Lower Columbia Solutions group.

Paul Kolp, Principal Fluvial Ecologist

Paul started work with the Estuary Partnership in fall 2010. Paul provides advanced technical support to the Estuary Partnership and project partners in the scoping, design, development, and implementation of habitat restoration projects. He assesses restoration project feasibility, conducts technical investigations, analyzes data, and develops models and restoration alternatives in coordination with landowners and multiple project partners.

Keith Marcoe, GIS and Data Management Specialist

Keith joined the staff in 2007 and is responsible for GIS and data management activities. His work includes developing technical tools and resources to help implement various monitoring and restoration projects. Keith maintains all GIS, videography and technical databases for the organization.

Jina Sagar, Research Scientist

Jina joined the staff in 2010 and works with public and private partners, in particular federal, state and local agencies to coordinate and implement a regional ecosystem monitoring program for toxic and conventional pollutants. In addition she is responsible for monitoring and evaluation plans to measure the success of restoration programs that the Partnership sponsors.

Education Programs

Jennie Klein, Stewardship Programs Manager

Jennie joined the staff in 2000 and is responsible for developing and coordinating the Estuary Partnership’s K-12 applied science programs and citizen volunteer projects. Her work includes developing environmental education programs with teachers and creating and implementing volunteer opportunities for restoration activity.

Josh Holcomb, Education Coordinator

Josh joined the staff in 2006 and is responsible for working with the K-12 applied science programs and citizen volunteer programs.  He delivers classroom lessons and their companion programs in the field an on the river. Josh also coordinates service learning projects and the schoolyard stormwater projects.
